How to comment on posts?

I need help, please

Please forgive me for my ignorance. I am unable to find where I can comment on posts, topics, or other comments.
It seems like I dont have the capability to. If I could get some guidance, that would be wonderful. I can’t even private message because I would have messaged a moderator or another member.
